NTCC Chancellor Selected to DRA’s 2025 Leadership Development Program

Lacombe, LA – Northshore Technical Community College (NTCC) proudly announces that Chancellor James “Jim” Carlson, Ed.D., has been selected to participate in the Delta Regional Authority's (DRA) prestigious Delta Leadership Institute (DLI) Executive Academy. This honor recognizes Dr. Carlson’s commitment to fostering growth and leadership in the Delta region.

The DLI, a cornerstone initiative of the DRA, brings together a select group of leaders from the eight-state Delta region to collaborate on addressing critical challenges and opportunities in their communities. Through intensive training sessions, participants gain insights into economic development, public policy, and community leadership while building networks to promote regional progress.

Dr. Carlson’s selection underscores his dedication to advancing education, workforce development, and community partnerships. Under his leadership, NTCC has consistently championed innovation in higher education and workforce training, contributing to the economic and social vitality of southeast Louisiana.

“It is an incredible honor to be part of the Delta Leadership Institute,” said Dr. Carlson. “This opportunity aligns with NTCC’s mission to empower our students and communities through education and collaboration. I look forward to working alongside other leaders to address the challenges and unlock the potential of the Delta region.”

The Delta Regional Authority, established by Congress in 2000, supports economic development in the 252 counties and parishes across the Delta region. The Delta Leadership Institute is a flagship program aimed at equipping leaders to build thriving communities and foster long-term growth. The 35 Fellows will participate in six in-person sessions led by local, regional and national experts, and will cover policy areas and skills related to public infrastructure, regional transportation systems, workforce development, coalition-building and other fields to help facilitate economic development in the Delta region.

The goal is for each Fellow to acquire enhanced decision-making skills, policy development know-how, strengthened leadership capacity, and a mutual understanding of regional, state, and local culture and issues.

Since 2005, the academy has provided leadership development to nearly 700 community leaders.
