ELA Civics

(ESL - English as a Second Language)

Thank you for your interest in the Northshore Technical Community College's ELA Civics program!

This program is for students who speak other languages that are seeking to improve their English, learn about Civics, and Citizenship.  We are excited that you are taking the steps to build your future and enhance your career goals!  

Orientation & Registration Important Updates

Testing is part of the orientation process for students to enroll in the ELA Civics program. Due to COVID-19 social distancing and safety measures are in place for anyone entering NTCC campuses and instructional sites that include:

  • No-touch temperature checks, wearing a mask, and sanitizing hands.
  • Students will need to wear masks during testing,
  • Students will neet to bring their own pencils.
  • Students should be prepared to complete placement tests. (Approximately 2 - 2.5 hours)

ONLY THE STUDENT TESTING MAY COME TO THE CAMPUS OR INSTRUCTIONAL SITE FOR TESTING.  No family members, ride shares, children, or guests due to COVID 19 social distancing and safety measures.  They will not be able to wait on campus or in their car while the student is testing.

After placement testing, students will be enrolled in the NTCC WRU-Adult Education ELA Civics distance learning online-based program for the remainder of the Summer session and contacted by their instructor to begin the distance learning program.


Distance learning requires that students have access to:

  • the internet
  • digital devices such as desktops, laptops, and/or tablets.
  • (Smart phones may provide limited access to the learning materials).
  • Availability for video meeting once a week.

NTCC WRU-Adult Education ELA Civics is unable to provide students with computers for home usage at this time. However, students will be granted access to high-quality learning materials with both synchronous and asynchronous learning components.

A valid government ID (a drivers license, visa, passport will be accepted as a valid government ID)  Only one type of government ID is necessary and required to test.

Fall 2021

We are in the process of scheduling our Fall 2021 sessions.  At this time we are still determining face to face vs virtual classes due to COVID 19.

Seating for testing is limited due to COVID 19 precautions. 

Please complete the registration form below to be placed on a waiting list for our orientation testing dates.  As they become available, they will only be in Hammond & Slidell only at this time.  There are only 2 hour block availabilities on a first come, first serve basis.  If our seats are full, the student will go onto a waiting list.
